question before buying a land with stream running through

hello all, i hope you can offer some advise

i am looking to purchase 10 rai of fertile land which is used now to grow vegetables and have all year round water. the plot is consist of 4 chanots titles and there is public irrigation streams around and through the land, the streams are marked blue in the picture,

since the streams are marked on the chanot as public use (satarana pryot) do i have legal right to

1. fence the entire plot of land
2. what distance from the stream we can legally build the a fence

With streams I have seen you get a lot of runoff from people's fields so wind up with a lot of herbicides, pesticides, chemicals, manure, and mud in the water not to mention all the plastic junk they throw everywhere. It would not be something I would want running anywhere near me. If you were to bring up water quality I am sure they would tell you it is great. At minimum I would get the water tested to know what you are getting into.

Depends what you're going to do with the land and why you would want to fence it off, other than keep other people's buffaloes out. It doesn't look really suitable for doing much building on, unless you want to drive piles everywhere. And those streams don't look powerful enough for waterwheels to provide you with renewable energy :wink:
